The NASPO ValuePoint cooperative purchasing organization (formerly WSCA-NASPO) provides the highest standard of excellence in public cooperative contracting. Since 1993, NASPO ValuePoint has been the cooperative purchasing arm of NASPO (the National Association of State Procurement Officials) encouraging, fostering, and guiding the nation’s most significant public contract cooperative.

NASPO ValuePoint is a unified, nationally focused cooperative aggregating the demand of all 50 states, the District of Columbia, and the organized US territories, their political subdivisions, and other eligible entities spurring best value, innovation, and competition in the marketplace. CherryRoad Technologies has a Cloud Solutions contract (2016-2026) with NASPO ValuePoint as a full-service cloud solution provider on three approved categories – IaaS, PaaS and SaaS. There are 60 other suppliers on this contract and the Lead State is Utah who leads this contract.

How It Works

States are able to leverage their spending through a single solicitation that obtains best value pricing and superior contract terms. NASPO ValuePoint™ emphasizes best value from its contractors considering price, quality, reliability, warranties, and service while protecting states’ interests with favorable terms and conditions.

CherryRoad benefits by avoiding the repetitive bid process. The entire procurement process is simplified. Dealing with multiple jurisdictions allows for higher volumes and greater discounts passed on to the states or their entities. Once a Participating Addendum is signed, States and their entities can leverage that contract to procure services (IaaS, PaaS, SaaS) from our catalog. A Participating Addendum is a bilateral agreement executed by CherryRoad and a participating entity incorporating the terms and conditions included in the original solicitation and any other additional participating entity specific language or other requirements, e.g. ordering procedures, or other terms and conditions unique to the participating entity.

Every public agency, institution of higher education, and political subdivision can use NASPO ValuePoint contracts. Each state determines, in accordance with its own state statutes, whether it will use each NASPO ValuePoint contract and which entities within their state may use each NASPO ValuePoint contract, including state agencies, higher education institutions, political subdivisions, and in some states, non-profit organizations.

According to NASPO ValuePoint, the State of Nevada ran a study and estimated the cost of bidding at between $12,000 to $35,000, depending on the complexity of the bid. Those costs are saved by using a NASPO ValuePoint contract. In addition, Nevada conducted a study and estimated the man hours it takes to go through the bidding process. Depending on the complexity of the bid, Nevada estimated a range of 260 to over 550 hours of time. Utilizing NASPO ValuePoint allows an entity to use these man hours elsewhere on other important projects.
